- Project description: The Texas Children’s Hospital is requesting $2,000,000 for its Behavioral Health Intensive Outpatient Program. This funding would be used for construction to redesign the existing space at the Texas Children’s Hospital’s three Houston campuses, including in the Texas Medical Center in the 9th Congressional District, to carry out Behavioral Health Intensive Outpatient Programs (IOP) which will serve 624 new patients per year. This funding will enable Texas Children’s Hospital IOP to provide behavioral health services to children and adolescents tailored to their level of acuity. The Intensive Outpatient Programs will provide intermediary behavior health care for children and adolescents who are not responding well to weekly outpatient therapy but do not require inpatient psychiatric hospitalization at the time of evaluation.

The project would be a valuable use of taxpayer funds because the investments will be related to street lighting and sidewalks, remediating blighted and abandoned structures, and restoring vacant lots. Similar measures can be taken from previous case studies to curb urban crime.

- Project description: The Family & Community Engagement (FACE) Project would be a valuable use of taxpayer funds because this funding would be used for training and coaching sessions, workshops for teachers, expanding support groups for families and students, fund materials and supplies, and expand the Summer Bridge Programs. Houston Independent School District is committed to the goals of engaging families and community members, building trust, and advancing students’ academic and social skills, particularly for our most at-risk students. This commitment is outlined in the first pillar of our strategic plan which includes establishing parent liaisons on each of our campuses, providing robust training and coaching for family and community facing staff, and investing in high-quality programming that has proven results.

PROJECT NAME: Hartman Middle School and Alcott Elementary Safe Routes to School

- Project description: The Gulfgate Redevelopment Authority is requesting $1,600,000 for the Hartman Middle School and Alcott Elementary Safe Routes to School Project, which would be used to construct sidewalks, improved pedestrian crossings, and associated infrastructure improvements to improve access for a middle and an elementary school as well as to two area parks. The proposed project would reduce historic crash severity and frequency by providing for separated, safe, and protected pedestrian crossing improvements within the Ninth Congressional District. The project limits have also been identified as a component of the City of Houston’s High Injury Network, the City’s Vision Zero Plan. The proposed improvements are consistent with the City’s goal of zero traffic deaths. This is especially important given the proximity of two Houston Independent School district (HISD) schools, which have a combined student body population of approximately 1,500.

- Project description: Provide a funding level of $17,633,200 for Institute of Forensic Sciences Design and Renovation as a community project funding request. The intended recipient is Harris County located at 1861 Old Spanish Trail in Houston, TX. The project would be a valuable use of taxpayer funds and the funds will be used to expand the existing Institute of Forensic Sciences building which is undersized for its needs. Along with a growing staff size, additional services are required as Harris County’s population continues to grow. The expansion will benefit Morgue Services, Morgue Cooler Storage, and Property DNA & Information Systems. This will result in the Medical Examiner Services (Morgue Services, Morgue Cooler Storage, and Property DNA & Information Systems) and the Crime Laboratory Services (Forensic Genetics, Forensic Toxicology, Drug Chemistry, Trace Evidence, and Evidence Intake & Firearms Identification) to be consolidated in the renovated and expanded building.

- Project description: The International Management District Intersection Safety Program would be a valuable use of taxpayer funds because the funds would be used to reconstruct the identified intersections to improve signalization, provide mast arms to prevent windstorm damage, improve multimodal crossing measures and improve safety for all users through other geometric configurations, pavement markings, signage, and lighting improvements. The International Management District is a political subdivision of the State of Texas and has developed an Intersection Safety Program to improve multimodal transportation safety within the district.

PROJECT NAME: Legacy Community Health Upgrades to Technology Equipment Platform

Legacy has experienced provider burnout associated with two years of COVID response and one of the reasons providers felt burnout was associated with an antiquated technology platform. Legacy seeks funding to provide primary care services to new and existing senior patients through a licensed electronic medical record system. This grant will help fund patients having personal and family health information at their fingertips. They can message their doctors, attend e-visits, complete questionnaires, and schedule appointments. Prospective patients can become new patients through easy online scheduling.

PROJECT NAME: Missouri City Park & Ride

- Project description: The Metropolitan Transit Authority of Harris County is requesting $5,000,000 for the Missouri City Park and Ride project, as it will connect Missouri City with Downtown Houston through METRO’s regional express network, serving fast-growing portions of Harris County and Missouri City. In addition to improving the connectivity from Fort Bend County to the Texas Medical Center and Downtown Houston, the Missouri City Park and Ride will also enable METRO to provide more service over its current levels. The Park and Ride will increase transit ridership through the coordinated planning of land use and development of properties on and near METRORail stations, Transit Centers, or other facilities. It will provide pedestrian oriented development and create a sense of place for citizens of the district around a transit facility that is compatible with the nature, scale and aesthetics of the surrounding community. The Park and Ride will also generate economic development benefits through job creation and additional revenue for the local economy.

PROJECT NAME: Odyssey House Adolescent Services Facility Improvements

The facility, Odyssey House, provides critical behavioral health and supportive services to over 200 low-income adolescents annually, keeping them safe and stable while they actively address their mental, spiritual and emotional needs for community-based behavioral health services. PROJECT NAME: Project R.A.I.S.E. (Rebuilding Alliance to Inspire Sustainability in our Environment)

- Project description: The Alliance is requesting $1,500,000 for Project RAISE, which would enable the Alliance to make its building more energy efficient and LEED Silver Certified, as well as better serve their clientele with disabilities. Project R.A.I.S.E.’s renovations will make the Alliance’s facilities 100% ADA compliant, a much-needed improvement to its buildings as more than 9% of the Alliance’s clientele have a disability. The improvements will enable the Alliance to serve its clients in an equitable environment with a small carbon footprint.

PROJECT NAME: Screen, Assess, and Treat Individuals for Substance Use and Mental Health Disorders

- Project description: Provide a funding level of $1,600,000 for Screen, Assess, and Treat individuals for substance use and metal health disorders as a community project funding request. The intended recipient is Ibn Sina Foundation (ISF), located at 11226 South Wilcrest Dr, Houston, TX, 77099. The project would be a valuable use of taxpayer funds because this funding will exclusively be use for personnel costs, supplies & equipment costs, and medication costs for the expansion of substance use and mental health services for the uninsured and underinsured indigent community. The project will be greatly impactful and beneficial for the catchment population around our six community clinic located across Greater Houston. Overall, there is a great scarcity of mental health providers in the catchment areas and this service expansion will fill such gaps to provide timely help and support to the community. Nearly for 1,000 patients, there is only one provider in three-county (Harris, Fort Bend, and Montgomery) residents which is worse than the national average of 426 patients. Under this project, Ibn Sina will identify early signs of behavioral health and provide counseling and treatment services at an early stage to prevent the advancement of mental health disorders. This will further prevent emergency room visits or hospitalization to ultimately save millions of dollars for the public health institution.

PROJECT NAME: South Post Oak Stormwater Detention Basin and Channel Conveyance Improvements Project (C147-00-00)

- Project description: The South Post Oak Stormwater Detention Basin and Channel Conveyance Improvements Project would be a valuable use of taxpayer funds because the funding will would be used for channel improvements along C147-00-00 to reduce known flood risks by increasing detention storage volume and bridge crossing replacements or modifications. This project will allow the 500-year storm event to be contained within the channel. Which will result in removing 5.75 miles of roadway and 224 out of 228 structures from being inundated by the 0.2% annual chance event (500-year). In addition, providing 1,020 ac-ft of additional storage volume in regional detention basin C547.

PROJECT NAME: Sunnyside Park Capital Improvements

- Project description: The Sunnyside Park Capital Improvements would be a valuable use of taxpayer funds because the proposed project is to replace the community center gymnasium roof and floor as well as basketball goals and gymnasium wall padding. Additionally, all four men’s and women’s restrooms in the building will be upgraded. The 37-year-old roof has been repaired multiple times, but due to its age and damage from major hurricanes, including Ike and Harvey, it must be replaced to protect the building interior and any further improvements. These improvements will make it possible to continue opportunities to enjoy safe and accessible amenities for the thousands of residents in Sunnyside. As one of Houston's oldest African American communities, Sunnyside is an economically distressed neighborhood that contends with historic inequities and present-day disparities that dimmish the quality of life of its residents.

- Project description: The USDA/ARS Children’s National Research Center (CNRC) is requesting $7,115,000 to upgrade the energy conservation and disaster preparedness capabilities of the facilities at the USDA/ARS Children’s National Research Center. The CNRC is the largest nutrition research center in the Nation devoted to the optimal nutritional requirements of pregnant and lactating women and to the related requirements for infants and children from conception through adolescence. Its facilities house a full array of state-of-the-art equipment necessary to conduct cutting-edge studies at levels spanning investigations at the level of DNA through human clinical and behavioral research. While the building was built to comply withal regulatory and safety codes that existed 35 years ago, many of the buildings need to be upgraded to provide optimal services for the 21st century. The greater Houston community and the nation will benefit from the enhanced ability of the CNRC to conduct research and experiments.
