Congressman Al Green Co-Sponsors H.R. 3117 - Fairness for Victims of SNAP Skimming Act

(Washington, D.C.) – On April 24, 2025, Congressman Al Green introduced the SNAP SECURE Act of 2025, after news reporter Gage Goulding, of KPRC brought the issue to his attention. Thereafter, on April 30, 2025, the Fairness for Victims of SNAP Skimming Act (H.R.3117) was filed to address current issues related to SNAP skimming and theft. Congressman Al Green signed on as a cosponsor to H.R.3117 and has vowed to work with colleagues to pass this or any other legislation that will provide relief to the victims of SNAP benefit theft. 

The Fairness for Victims of SNAP Skimming Act seeks to help victims by allowing state SNAP agencies to reimburse benefits stolen through skimming and other fraudulent methods. A copy of the legislation is accessible by clicking here

Congressman Al Green stated, “This legislation aims to alleviate pressure on low-income households by establishing reimbursements for benefits stolen by bad actors. Passing this bill will positively affect the 3.5 million Texans who are eligible for these benefits, easing day-to-day struggles by safeguarding their benefits and reimbursing victims of SNAP skimming and theft.”
